University of Kansas: Inclusive Innovation Metrics

This project was a collaboration with Donna Ginther, Roy A. Roberts & Regents Distinguished Professor of Economics and Director of the Institute for Policy & Social Research at the University of Kansas and a Research Associate at the National Bureau of Economic Research. The University of Kansas is the state’s flagship higher education institution.   Dr. Ginther is a world-renowned labor economist.


Challenge

The traditional approach to comparing research and development (R&D) capacity across countries has been to compare Gross Domestic R&D expenditures (GERD).  Most studies examine one country or focus on data from wealthier countries. We sought to test a more inclusive measure of R&D capacity, both in terms of country coverage and the people included in R&D activities.

Solution

With the team at The University of Kansas, we identified national and international datasets on higher education, employment, investment, and research productivity datasets and developed a global model of innovative capacity.  This research was funded by Research on Research Institute, and National Bureau of Economic Research.
